Looking for a fairy story, i think.

I'm not sure if im remembering this correctly but im looking for a story in which a boy is turned into a female fairy and she along with someone else find or are lead to an abandoned fairy town or city. I think they had abilities to grow plants and create makeup. They setup a store with gift baskets to welcome newcomers and more fairies arrive.
Sorry if it's too vague, i cant remember much else and I have no clue who wrote it.
