Quick cuts
I presume it's because quick cuts are the newest stories posted. They rotate down the page until the rotate to page 2 etc. If multiple posts in the same story are posted, once the computer catches up to them only the latest is shown, the rest rotate off front page so one author doesn't have multiple posts, forcing other stories off the front page, unless the multiple posts are not related, ie, multiple chapters in the same story. Not being one of the gurus that keep the place running, I could be wrong, and probably made a hash of what I did write.

Quick Cuts features the currently highlighted stories.
Free Stories include all non-Hatbox and non-Kindle ad stories posted since this version of BCTS went live.
Only the latest chapter of a multi-chapter story appears in Quick Cuts; earlier chapters are removed. In addition, each author is limited to a certain number of stories in Quick Cuts (I believe it’s 4 or 5, but I may be mistaken).
Chapter stories typically remain in Quick Cuts for about a week before timing out. Solo stories usually stay longer, sometimes two to three weeks.

Quick Cuts
When you open the home page, there are a couple of sections denoted by horizontal bars in a delightful shade of fuchsia. There's "A Word from Our Sponsor," then there's "BigCloset HatBox: Premium Stories." Below that is "Advanced Search." The next one down, at least on my screens, is "Quick Cuts - Recent Content." That header begins the section that shows the title, code (day, or "solo"), and author of posted stories, with the most recent story posted first. Note: If you have personalized your settings through the edit function on "My Account," some of those sections may not appear in your browser, but otherwise they should.
If you are like me, you've looked at the Quick Cuts section every damned time you've opened the home page, but it's been so long since you bothered to look at the text in the fuchsia header bar that you didn't remember (or never knew) that the section is called "Quick Cuts." I'd like to say that I learn something every day, but that's just not so. It does happen, though.

How The Front Page Works - Classic Rock :)
It's been a while since we re-floated this oldie but goodie called "We Aint Got No Algorithm" ( https://bigclosetr.us/topshelf/admin-message/80130/we-aint-g... ). That link should answer most your questions. Generally Quick Cuts and "Front Page" are synonymous. If this doesn't answer your question send me a PM and I will try and answer more.
