Because of the severe political nature of the kidnapping, I would expect that it would be tried under UN ruling world court, which means no chance of pardon, of course such a pardon is political suicide.
Of course now Gibbons is at risk of impeachment and the 25th
I don't believe you'd see the
I don't believe you'd see the UN involved at all. Despite the whole 'world court' deal, it's generally not used for internal matters of any country who is a part of the UN itself. In this case, it'd be handled under the normal laws. Heck, even the VP being missing wouldn't involve laws at all. I'm not sure what the process would be to try to get a new VP in, unless the old -resigns-.
I'll get a life when it's proven and substantiated to be better than what I'm currently experiencing.

Considering he's AWOL, and facing felony charges, and unarguably "high crimes and misdemeanors" his being AWOL is as good as a resignation, as legally he can no longer hold the position of Vice President

I was in high school towards the end of the Nixon era so already had a general idea. I did a little checking in the process of writing this story. Simplifying greatly, the sitting President picks a new Veep. That's how Gerald Ford succeeded Spiro Agnew and then became the first US President not elected as either President or Vice President. (I liked Ford. He was a fellow klutz.)

So what role can she play in rallying support and/or unraveling this shadowy group of plotters.
They are trying to take Sievers out of the game early but why is she such a threat aside from being a relatively popular former sitting president.
I haven't made much mention
I haven't made much mention of Livia Sievers in the story before this because she's in semi-retirement. Frankly, she's exhausted. She has taken on the role of senior statesman and is enjoying the quiet life. These days she'd much rather write letters and make personal phone calls than send e-mails or hold a press conference. However, she still has a great deal of influence, among politicians, among government workers - including members of the military - and among the population. This is seen as a threat by some people, even though she has not directed her attention to them specifically. The paranoid - of all political stripes - see her general criticisms and even suggestions as being attacks personally directed at them.

He must first resign or be forced out, by the President or congress; probably both. The Secretary of the Navy would be the next person in the chain of command, and would be obligated to fill in for the exiting VP.

I thought it was the Speaker of the House, then President Pro Tempore of the Senate, _then_ moved to the cabinet, and the first in line is the Secretary of State.
The secretary of Defense (not the navy) is number 6th.

edit - Yes - the President doesn't seem to get a choice in the matter. Personally, I liked the original President and VP policy. Whoever won was president, and whoever had the next largest number of votes was VP. It meant that they were busy undermining each other except in times of war, and couldn't cause too much trouble.
