wonderfully written, now Kelly needs to let Mom's 'Friend' from the Coven know about Scary Sherry, maybe they might get Kelly a teacher, before she ends up causing trouble, because she is defending herself, while the coven ignores the big picyure

I like the Kelly storyline
I like the Kelly storyline and appreciate seeing her back in the home town. I highly suspect I missed something though, the Kelly from the previous stories would not (in my opinion only) put up with the way she is being treated. Did I miss part of the story arc that explains the reluctance to question authority, or would that be to meekly accede to that authority?
Great story though I am looking forward to more.

Kelly accepts a gift.
Kelly gets chased by a dark magic user.
Kelly's mom is gone just when she needs her the most.
Kelly neglects to tell someone about all the weird stuff that is happening. (OK, so that hasn't happened yet. We can always hope that she has learned her lesson.)
Pattern
There is a bit of a pattern starting to form in her life isn't there. Though to be fair, the dark magic users aren't actually chasing her this time. Sure they appear to be interested in her but so far they haven't really shown any malicious intent toward her either.
Nope
No interest at all.
They just invited her to meet with them at some future time. Nope, no interest at all there... Or malicious intent. Nope, none of that at all.

Taking given items
Is there are mental block going on with people accepting items from strangers. Kelly in one day as accepted two items from people that are strangers to her. The coin from the old man and now this card from Sherry. If you can't read it, it must have a spell on it. And there may be more than one. Sherry seems to be sure that she will come to her willingly, so is this going to be similar to another story where someone was marked and starts getting darker til they break free.
Kelly's Problem
I think her biggest problem is that at this point she's just too trusting. She's been duped before and will no doubt be duped again until she finally learns her lesson. I think its been pointed out more than once that she's a tad bit naive. In the case of the old man though, he gave her no reason not to trust her. I think the only reason she took the card from "Scary" was out of fear. Maybe not for herself but for Penny definitely. In a confrontation, she knew there would be no way to fight "Scary".
Well, knowing what I know...
I have a better idea of what's to come than most, but that doesn't change the quality of the story nor does that change the fact that I am anxiously looking forward to the next chapter.

Kelly will once again end up in a place where she really shouldn't be. Love her, but sometimes she doesn't make the soundest of decisions.

That's what makes her so fun and human. After all, humans are flawed beings.
is WHO a good witch?
Is Kelly a good witch?
Is Scary Sherry a good witch (or a bad one)?
Obviously who the title refers to is a bit ambiguous (or is that whom?). Which ... I think is a good thing. A moral dilemma for Kelly could be good. Will it be a real or a false dichotomy? Will Kelly be smart enough to figure it out if it is a false dichotomy? I hope that when we get to the dilemma, something that Kelly actually cares about hangs in the balance (Tom's life perhaps?).
The foreshadowing with Mom leaving and her "colleague" coming to take over Kelly's education is good. Lots of potential for conflict there.
So ... what's the deal with the old guy? Is that a random encounter? Or is he the force of "good" meant to balance Scary Sherry? I also notice an implication that the old guy had some magical abilities. What's up with that? Are men capable of magic in this universe? The impression we've been given in the past is no. So ... what does that mean for the old man? Is it simply a coincidence that he seemed to have knowledge of magic and the unseen? Or perhaps he's a more-than-mortal being of some sort? He seemed a bit too ambiguous to simply be a pure red herring.
I'm also curious at just how much you can bend people's memories. If the town boys actually remember Kelly taking gym (or PE or whatever you call it these days) with them, then ... how's that work for their memories? Does it vary? Does the memory magic work by direct substitution? Or by misdirection? Seems like a potential flaw that would erode any attempts to convince the town (by magic) that Kelly had always been a girl.
I see you moving a lot of stuff around and setting things up, looks like we're about due to have some pressure applied to Kelly.
As I've said, I hope she's more of an active participant in this story. Lets see her make some choices, let's see her have to live with the consequences. Turn up the heat, lets see what she does.

Male Magic Users
In Season of the Witch it was mentioned that men can in fact use magic but not nearly as effective as women. There were also Wizards at one time in history---powerful male practitioners but all of them died out.
Wizards...
Well, you have implied that all of them have disappeared and lead us to believe that they are all dead. However, you have so far only stated that Jakob Ravencrest disappeared without a trace. Yes, it has been quite a long time since his disappearance, however given that he is/was a Wizard and that his children are long lived (Agatha) does not mean he IS dead :) Afterall, he also had relations to the Sacred (Seelie) and could even be on the other side for all we know...

Mystery and intrigue
So the local Coven are sending a "babysitter" over, but even mum's apprehensive. Never mind the bigger picture, by what's been said in both the story and your comments so far, they're so introspective they've practically got their heads up their posteriors - any Coven worth its salt would have sat up and taken notice of a potentially powerful untrained instinctive magic user returning to their patch and sorted out some training, rather than "We can't be bothered to find a tutor - oh, and don't use magic at all."
Now to compound it all, we've got a dark magic user who wants to recruit Kelly - and no doubt if she gets to hear about Kelly's issues with the local Coven, she'll use that as bait.
Meanwhile, while there isn't yet any indication that the old man and Penny are anything but Norms, I wouldn't be in the least bit surprised if it turns out either / both are either Unseen of one type or another or have some other interesting yet-to-be-revealed secrets...
As the right side of the brain controls the left side of the body, then only left-handers are in their right mind!

The old man feels about as normal as Gandolf or Merlin to me. Nope. Nothing interesting about this old geezer.
