Very nice
A great and original story with a good ending and one you could expect to see on an episode of Outer Limits or Twilight zone. (two of my favorite shows that I wish still aired new episodes)
It would be cool to see this continued as mankind began leaving the safety of the water and began retaking the earth.
We the willing, led by the unsure. Have been doing so much with so little for so long,

Too bad the clinic cannot be brought up out of the water. I can see a true "cottage industry" of Oracle's being created from boys who want to be girls. Then send them out into the world and watch the "old ways" start coming back in a faster mode; leaving out all the bad parts this time.

Well, he knew the Forbidden Spots were forbidden for a reason.
And now he knows! A victim of his own curiosity. Nice reason for why he became an oracle!

There's probably only one clinic, but multiple forbidden spots. Good thing he picked the safe one... Also good that there's enough curious ones, and transgender boys, that no one needs to be forced to be an oracle to continue the tradition.
