so where did Andy get the material to make his armor he could have stolen the design from them but did he have the facilities to make it, especially with no one else noticing
Andy and the materials
Gypsy and Patrick came up with the formula for the armor, but to make it would had been easy for Andy. All he would need is the ability to melt the base material and used the same information that Gypsy and Patrick did. Since Andy had access to their lab, he could used their equipment to make the original material when they weren't there.

For what he has done. Not only will DARPA Pull his reserch Grant but the feds will most LIKELY give him life in prison with no possibility of parole no computer acess no visitors except those appeoved by DOJ, DOHS & DOD or be given the death penalty for murder & espionage

Not as smart as he thought
So it's Andy whose doing all the robberies, and trying to kill the three. That he stole Gypsy and Patrick's information shows he isn't as smart as he believes.
It is possible this is not the first time Andy took other people's work to get where he was.
Andy also isn't smart enough to build a self destruct in his suits to keep them out of other people's hands. He never considered the possibility that his suits could be used against him, as Gypsy and Pat are doing in this chapter.
He also will be surprised, and angry, when the EMP device disrupts his control signal, and when the regenerated signal is used to target his location.
Others have feelings too.
