Dead Cheeseheads
Jessie has been killing off the top Cheesehead commanders, at a good clip. Their whole society is top/down, with little to no personal initiative. Expect disintegration of what little force the Gorgonzolans have left.
The most professional military in the world was German, before the Nazis wrecked it, along with much of the Earth. They employed mission oriented tactics and the man "on the spot" had a great deal of latitude. Fulfillment of the commander's intent was expected, not mere blind obedience. Just how professional the German Army was is illustrated by its expectation of somebody occupying a position of authority being able to function 2 levels higher, should circumstances so require. A Platoon was, in the German Army, a senior NCO's command. Two levels above Platoon is Battalion. When senior Sergeants are capable of commanding Battalions, the opposition is going to have many bad days.

Consequences...
I think it's not so much the death of the two men and the destruction of the map as it was that the order to relocate the AAA units never went out so they will be out of position to provide defensive Triple A fire when the Imperial forces come down on the Cheesehead stronghold.
Of course, I could be wrong and the significance could be the Cheeseheads won't be willing to surrender.

Why you found the biggest gun that earth is made the one thing I never did was move fast. Artillery 101 the bigger the shell and and the further you want to throw it the more explosives you need to do it, the more explosive to use the bigger and heavier the game will be, the bigger the gun the slow will. Artillery to be useful must be able to keep up with the front lines of a battle. So they usually compromise on one of the above requirements. Typically smaller shells but does the hell of a lot more loving.

Concepts of modern warfare
One of the main concepts of modern warfare is rapid movement. To achieve this tanks, artillery, and infantry armored vehicles all strive for a balance between armor protection, firepower, and mobility. The Germans in WW2 pioneered most of today’s methods of war. The greatest of which is Blitzkrieg. A military doctrine in which a surprise attack using a rapid, overwhelming force concentration that may consist of armoured and motorised or mechanised infantry formations, together with close air support, has the intent to break through the opponent's lines of defense, then dislocate the defenders, unbalance the enemy by making it difficult to respond to the continuously changing front, and defeat them. A doctrine that still used by many of our militaries to this day.

You're right there. I experienced something like that in a maneuver myself with a fellow soldier: we sat in an armored guard post (our upper bodies without protection) at the left corner of a missile battery installation. In front of us was a road and the left side of it obscured by shrub. Now the "enemy" drove in on fast moving truck from the left and threw a flash-bang grenade in front of us. The time from when we saw the truck and the explosion happen was no more than 2 s. I think you can guess the outcome of that action.
And a Gustav works only in very restricted circumstances: 1: you don't have anything better than a Gustav (like cruise missiles),
2: your enemy doesn't have the means to discover / take out the cannon,
3: you know where the "endgame" is,
4: you have several heavily fortified bunkers between you and the location of the endgame, requiring these types of cannons,
5: you know where these bunkers are,
6: your frontlines move slow enough so that you have enough time to move the cannon forward after taking out a (group of) target(s).
But with today's high tech reconnaissance (with satellites) such a cannon wouldn't stand much of a chance. Not to mention a few cruise missile with nuclear warheads would be much cheaper.
Oh, one more thing: before you decide to build such a weapon, you have to be extremely sure that the enemy can't do anything against this weapon.

biggest guns
noticed that those guns were tied to a rail network to move. I believe the fired more or less in the direction of the track to keep from tipping it over too. Of course as part of the Maginot Line, positions were fixed, and the enemy went around them.
Be kind of hard for the Death Dealers guns to build a rail network to move on.

One at a time
Getting rid of those Brownshirts was necessary if only to keep them from indiscrimately killing noncombatants. And for payback for the ones they did kill.
That FnC is just one more Cheesehead unit to bite the dust, after their commander revealed the truth of their situation. It isn't necessary to remove all at once, if each can be removed when found.
Those now with Ripper don't fully understand how Death Dealers function, at least their questions and statements lean that way. Death Dealers don't operate by standard tactics, whatever those are. As Ripper has said more than one, load and fire.
Others have feelings too.
