This happened to a friend of mine when he rented a car somewhere in Texas -- the rental car had non-Texas plates and had the windshield smashed while my friend was at his gym.

When he came out and saw the damage, a guy was there smirking, saying "that's too bad" -- and other stuff, making it clear that it was because of the out-of-state plates.

They run around fifty dollars to three hundred dollars. The low end ones do the same job as the high end ones except they don't send what they see to your phone. They use a motion detector to take pictures. Nothing moving no pictures. Something moving one or more pics, your choice.
They can be mounted anywhere and if one wishes they can be painted to blend into the background or hidden in an electrical junction box. Make sure they can see outside the box. No light, no problem, infred, they take pics in total dark.
Some of the others on this channel might have more advice with security cameras and even mini cameras, or motion cameras inside the car to take pics pointed toward the window.
Be sure to file a police report each time and do NOT wait on the police to make it better if they catch who is doing it. Not their job. Get a lawyer who will do it on concession. They get paid when you win your lawsuit. You don't settle for the cost of the damages, get emotional, and harassment, add in hate plus court, plus legal, plus your time spent taking care of damages and filling with a lawyer. The judge won't add anything to your lawyer's filing. What you ask for is possibly all you will get. You don't ask, you don't receive. Court is not there to help you. Judge's only job is to decide the case. They may refuse to pay even with a court judgement. You will need to "execute judgement" if they do.
