Yesterday I had to call 911 for my wife after a fall. Her legs just gave out from under her and my daughter and I could not get her up. It was decided that it would be best to take her to the hospital.
So off we went to Kaiser westside. It was determined that she should be admitted. We arrived about 10:30 and at 4:30 they had long since done everything in the ER that they could and we were waiting for her to be admitted. Being board, I connected my phone to their guest Wi-Fi. I called up BCTS, thinking I'd see if there was a new story up to read. I could access any page I wanted. Finding nothing new, I attempted to log in.
Their Hotspot interrupted and told me that I wasn't allowed to access 'adult' websites.
This is the same outfit that has this sign up on all their bathrooms.

So I'm sure that they don't object to the transgender content of BCTS.

Filter providers
I assume that they use a "filter" service and don't have a list of their own.
At European airports BCTS is usallly allowed but not Fictionmania.
As far as I understand T content isn't the factor, at least not in Europe. Sexual content is. And there is a small part of the stories that does contain that on BCTS.
Yes, but
I was only denied logging in. Before I attempted to log in, and after, I could access any page I wanted. They only objected to me logging in.

Guest wifi access
I have a TOR client (Orbot on Android) that I enable if I need to get on here using my phone whilst using a wifi that filters content. Most of the time I don't need it but I do if on a train in Eastern UK. There's no signup or fee for the app I use - it just works.

Blocked
BCTS is blocked in most hospitals for being an adult site. We do have a warning page saying there is some adult content here. Perhaps that is why.

Maybe, but
I think I probably saw that page the first time I ever looked at BC, way back in the Triassic. I bet some interfering nanny saw that page and had a hot flush without checking out what was really beyond.
Ever since then I have bookmarked the login page and used that so no unnecessary warnings to skip over.
Of course, if they block the main website URL then it wouldn't matter which page I picked.
I have to add that, here in the UK, I have never had a problem accessing BC when using any hotel's public wifi.
Dogs have owners; cats have staff. Grand-daughters have minions.
I found it curious
I could access the site and any page on it I wanted, but was blocked when I tried to log in and only from logging in.
I wouldn't have been surprised if the blocked the entire site; but to be prevented only from logging was a surprise.

I have been multiple places…..
Where BCTS is blocked as “adult content” - including multiple airports. It all depends on what filter the location is using on their network. I’ve lost had the same problem with several auto shops while having my car serviced.
The easy work-around for me has always been to tether my i-Pad to my phone and use the phone’s data connection.
