I have an idea what to do next for Mercy, but for it to work, I need a villain. I need someone to take offence at Faith for some reason, and do stuff (indirectly) to make her life more difficult.

Villains
I would think that most of the ones for this discussion would probably fall into general categories based upon their motivations. Once you have a motivation you can assign it to any character you like. Motivations will transcend race, creed, gender, etc.
Be kind to those who are unkind, tolerant toward those who treat you with intolerance, loving to those who withhold their love, and always smile through the pains of life.

a man or woman of the church wants to use the 'angel' that faith looks like to gain favor among people, but faith won't do that!
