An inspector liaison officer was bound to be sent sooner or later.
His own side does not trust him yet. Given his past power and reputation that is understandable.
With his recent success, they cannot afford to get rid of him until the danger has passed or they find a better solution to fight the demons.

While it may have been shortsighted not resurrecting Keir earlier, now that he's around at least they're not immediately planning on killing him.

So Von was a very naughty boy. I wonder how much he changed the gaes… maybe Aleksandar will be in for a big shock if he tries ordering Keir to kill himself, and the geas tumble away… that would be quite a scene.
Will Keir discover how hard Von fought for him… of course he could say it was self interest

Yeah, now we see why the Council was not exactly happy with Von. He didn't just go against Council orders, he flagrantly disobeyed orders.
Von and Keir's relationship as things progress will be interesting. As will Keir and the Council.
No one is going to be ready for it.

but I think they will go along with her as long as she's successful at fighting the demons.

Neither side is going to completely trust each other, but they don't have to as long as they have the overwhelming threat of the demons to contend with.
Politics and power
makes strange bedfellows and you're doing a wonderful job weaving it into the story. The desperately appealing characters are so delicately or overty flawed.
