The mother hears the door open and her son entering the house.
“How did it go in school today, Philip? Did you get bullied? Did the football team snipe at you”
“No and no.”
“I told you. If you don’t let bullies get at you they are stumped. Pushing back the way you did today confounded them. I told you that wearing a skirt and a blouse and some light make-up would take the wind out of their sails when they tried to paint you as girly. If you own it they don’t know what to do. And as for the football team, I think they got the message too. I know for a fact that the quarterback likes you. His mother told me so. Actually, he thinks you are rather cute. So tomorrow you can be all boy again.”
“Mom, can you teach me how to dance in high heels before the homecoming dance next Friday?”

LOVE IT!!
You're on a roll Bru. Thanks for another fun story. Phillip(a) is going to need a new dress, too.

It DID solve the bullying problem

Poor Phillipa. Hopelessly crushing on the star Quarterback, who just couldn’t see her as the girl she truly was, probably on account of the equipment the QB had seen in the boy’s locker room after PE. She needed to do something to radically reorient his view of her, like wearing something cute and girly to school. But she knew her Mom would throw a fit and never allow it.
Then, one day, Phillipa had a brainstorm which matured into a plan in three seconds flat. “I won’t ask Mom,” she said triumphantly, “I’ll get her to ask me!”

I like your version
Not the one I had in mind but as so often before readers read into my bare-bones stories so many interesting things.
You are too young
I think mom will say Philip is too young to wear high heels. Cute.

Really?
That would disappoint at least one boy.
